- California Department of Transportation. Caltrans manages more than 45,000 miles of California's highway and freeway lanes, provides inter-city rail services, permits more than 400 public-use airports and special-use hospital heliports, and works with local agencies. - CMSP offers the Basic RiderCourse for beginning motorcyclists and an Experienced RiderCourse Suite for riders who are interested in improving their skills. CMSP expects to train 60,000 motorcyclists per year and operates over 100 training sites throughout California.
